Good morning. Now I have a very long preamble, which seems interesting since we have one member of the public here, but I think for due process, I better go through it all, but if you could just bear with me. It might work on cutting it Down. It'd be longer than the meeting probably, but anyway. My name's David Ryan. Welcome to the Hawkesbury Local Planning Panel meeting of the 21st of November 2019. The panel has been appointed by the Minister for Planning and the Council to determine certain types of development applications and modifications and planning proposals, if applicable, which are on the agenda of the business paper and in accordance with the Code of Conduct governing the panel and the Environmental Planning Assessment Act.

My name is David Ryan. I'm the chairperson for today's panel. The other panellists are Deborah Sutherland on my right and Cassandra Holton—sorry, on my left, right. I'd like to begin by acknowledging the traditional custodians of the land, the Dharug people, their elders past and present. In the event of an emergency, you'll be asked to proceed in an orderly manner to the nearest exit, following guidance from our warden, who I assume is one of you people. Which one? The meeting is being audio recorded and is available on podcast from the Council website. In terms of the Privacy and Personal Information Protection Act, this may involve the recording of personal information provided at the meeting.

The recordings are made to assist staff in compiling the minutes of the meeting. The provision of any information that is recorded is voluntary. If any person does not wish to be recorded, then they should not address the meeting. The recordings are available through Council's record management system. Any part of the meeting that's closed session will not be recorded. Today's panel will consider and determine one development application that's been assessed and reported on by Council staff, which is item number three, DA 287/19, Caravan Park, construction of cooking and washing facilities, Lot 1 DP 109922, 76 Chaseling Road, North Webbs Creek. I declare that I have no conflicts of interest, and I ask each of the panel members whether they have any conflict in relation to this item.

Thank you. So we have filled out forms with that declaration, which were handed to the Council and will be kept on Council's records. Okay . All right. So after all that, we'll start with our first item, Caravan Park, cooking and washing facilities, and speaking for the recommendation, Mr Graham Zerb, would you like to come up to, I think, the rostrum? Where's, is it there? Any of them. Okay If just for the record, if you could state your name and your capacity in which you're speaking.

My name is Graeme Zirk, and I represent the owners, Beverley Holdings. My role in the application is that I prepared all the drawings that have been involved in this development from the get-go. My daughter Rebecca is the town planner, and she's done most of the documentation, but unfortunately she's tied up at Kallah Heights. She's in the middle of the bushfires there, so she couldn't attend today. So I thought I'd come along and just be available if you had any questions or if you want me to run through the development, just to give you some..

I'll put the motion on this matter that the development application is approved , subject to the conditions as outlined in the officer's report. Just put that to the vote. All in favour? Against? None. Good. The reasons for the decision are that the proposal is acceptable having regard to the statutory requirements applying to the development. The proposed development adequately satisfies the objectives and provisions of the Hawkesbury Local Environmental Plan 2012. The proposal is ancillary to the existing caravan use of the land and will provide improved amenities to the users of the caravan park. The site is flood prone, however the proposal is satisfactory given that it is replacing an existing barbecue facility and will not increase accommodation on the site. So with that, that's that item completed and that is the meeting closed. Thank you for your attendance.
