Thank you. Right. Well, the panel has considered a development application today. It was item 2.11 on our agenda. It's DA 2124, and it relates to a telecommunications facility, which is proposed to be erected on land at 1341 St Albans Road, Central McDonald. The panel has considered this matter, and it is brought before the panel because there is an exceedance to the height limit, which is set out in clause 4.3 of the Hawkesbury Local Environmental Plan. That plan sets a height limit for all buildings at 10 metres. The proposed telecommunication facility far exceeds that standard, so that's why this matter is being brought to the panel today. It was placed on public exhibition. There were no submissions made in relation to it.

The other issues for consideration for the panel today in relation to this is it is on land that is flood-prone land. Now, this is a piece of telecommunications infrastructure that the government is funding, is proposing to fund, and it's to assist in terms of emergency in the area, whether it's bushfires or flooding, and it's telecommunications infrastructure to service the local community in this area. Now, as I said, the panel has considered the application, and the first thing we needed to consider was whether we supported the variation to clause 4.3 of the Hawkesbury Local Environmental Plan in relation to varying the height standard. And the panel has resolved, and I'll read our resolution as follows.

The panel accepts that the clause 4.6 written request to vary the building height development standard of 10 metres, as set out in clause 4.3 of Hawkesbury Local Environmental Plan 2012, as it has established that compliance with the development standard would be unreasonable, unnecessary in this instance, and that there are Environmental planning grounds to warrant the proposed variation. So we've supported the variation. We then move on to determining the development application, and at item 2 our resolution is as follows: that the development application DA 00/21/24 for a telecommunications facility at 1341 St Albans Road, Central Macdonald, is determined in accordance with section 4.16 of the Environmental Planning and Assessment Act by the granting of development consent subject to the conditions stated in Attachment 1, to Council's assessment report, except as amended as follows.

Condition 19 to be amended to read: The equipment shelter, including all new and existing electrical equipment, power points, wiring and connections, must be located above the flood planning level of 11.3 metres AHD. Residual current devices are to be installed so as to cut electricity supply during flood events that exceed the flood planning level. Now the reason for making that amendment to the condition was to ensure that the infrastructure supporting the telecommunications facility is actually located above the flood level so that it doesn't fail during flood events. And in the event that it goes above the flood planning level of 11.3 metres, which is the 1 in 100 year plus 500 millimetre freeboard, so that if it does go above that, it cuts out.

The electricity supply will cut out in that instance. We've also resolved to make a couple of other slight amendments. These are more just typographical type amendments to conditions. In relation to condition 20, delete the words from commercial slash industrial property, and that's in the heading of that condition and is obviously not relevant because it's not a commercial and industrial property we're dealing with here. And condition 21 was actually missing some information and needs to be amended to actually include the flood planning level of 11.3 metres AHD. Okay. Okay , so we've now determined that the council will now go forward and publish those minutes, and they will be available on Council's website within the next 48 hours.

Today marks my last day chairing the Hawkesbury Local Planning Panel. The government, the state government, has decided to change all the panel chairs around the different local planning panels, and I'll be moving on to Hornsby. And,
